District 12 Oratorical contest will be on January 7, 2023, at Post 569, at 9:00 AM. 

We need 5 judges for the competition. Any volunteers should contact Karl Edwards tkedwards5@att.net for details. Also, for each post that presents a competitor, provide an escort/chaperone from their post, so that the individual has at least one familiar face there.

Lots of parties and events going at each post this weekend, here are a few unique items.

Friday - Last chance to get in on the  Gun Raffle Drawing for Post 516.  Chances can still be purchased at the post Thursday before 2:00 pm or on Friday.  Drawing will be this Friday, Dec 16, 7:00 pm at Post 516.

Saturday - Dec 17 is National Wreaths Across America when wreaths will be placed at the graves of as many veterans as possible.  Events will take place at many places in the county but the big one is at the DFW National Cemetery.  Let me know if any of you take pictures where you take place so we can spotlight it.

Oral History Project
Please pass this on to your membership that this company is legit, and to please help them achieve the goal of recording all our heroes.  The Oral History Project went out today via email and post card, this is the program the DEC approved at the Fall DEC.  Please pass the word to your posts and members that this is legit, they will not call a member as we requested.

Fort Worth Fire Department is continuing to open all 45 stations every Saturday this holiday season as drop-off sites for nonprofit donations like jackets, canned food, and toys.

There are plenty of holiday events and attractions happening across the City this month, and Visit Fort Worth has compiled a checklist guide to help you see them all.

11/29/22 District 12 Update

Howdy Folks,

 

This Saturday, Dec 3 - District 12 Legion Convention and Christmas Party at Post 516 Those planning to come to the convention need to pre register now at info@post516.org.  Pre registration is $30 and can be paid on arrival.  For those not preregistered cost will be $35 at the door.  Funds remaining from registrations will be applied to the Coffee Tour and Oratorical costs.  District Executive Committee meeting starts at 8:00 am.  Convention starts at 9:00 am with the intention of finishing by noon.  Any resolutions your post has to be presented need to be voted on at this convention in order to be passed up the line. 

 

After the convention all Legion Family members are invited to the District Christmas Party (about noon) at the same location.  Dinner will be served at 2:00 pm.  Posts with fundraising raffles are invited and encouraged to bring tickets to sell.  Gun Raffle - Post 516 fundraiser ($10 each) Drawing will be December 16.

 

Also on Saturday, Dec 3 –Haltom City Post 655 (not far from Post 516)

You don't want to miss our 1st Annual Holiday Market day at Haltom City Post 655 8 am to 4 pm  (poster).  We have sold out all the vendor spaces with over 27 vendors.   The Auxiliary will be providing a Pancake and Sausage Breakfast to kick off the Market starting at 8 a.m. at the reduced cost of $6.

The annual "Young Heroes of the Guard" Toy Drive, a Texas State Guard community service event, benefits Texas children's hospitals, schools, battered women's shelters, and other organizations for children. 11/18/22 District 12 Update

Howdy Folks,

 

Running a little late after a very busy 2 weeks and a light weekend coming up. Planning to spend some quality time with our Post Family.

 

Hope all that were at the Parade Saturday had a great time and are dried out by now.  Special thanks to The Warden and Riders for hanging around to wrap up the pavilion and return the barricades to Buyers; Tinker and Marsha for coordinating golf cart delivery Thurs and pick up after the parade, Terry and the great family at Post 569 for the joint military forces luncheon and some great volunteers from Bell Helicopter.  As it is every year we could not make this happen without the partnership with the City of Fort Worth (fantastic police), Panther Island Pavilion (thanks Matt), Fort Worth ISD (LTC Crossley and Bandman Fred), Buyers Barricade and all the rest of the volunteers that keeps this tradition alive.

I bring you welcomes and salutations from all the incoming Department Officers. This is going to be an exciting year; we are going to be the top District in the state in membership, program participation, and comradery.  I strongly suggest all posts get back to full ceremonies instead of short or relaxed versions to help bring uniformity to our district. 

I also wish to extend a hearty Thank You and WELL DONE to outgoing 2020-2022 Commander Joseph Campbell. You have left the 12th in fine standing, and I will strive to keep the ball rolling on the many advances you have accomplished.

Dues increase approved at 2022 State Convention.

The proposed $4 increase in the per capita dues for State was PASSED on the main floor of the 103rd Annual Convention, held July 13-17 2022 by resolution. This increase goes into effect for the 2024 Membership Year. The current 2023 dues amount is in the amount your adjutant reported to Department earlier this year.

There may be a dues increase voted on the floor of the National Convention this year as well, no details available yet.

The 1st renewal notices have been sent out to your members, there is an error on the renewal notice. When national ran the data extract they used “Last Date Paid” date field for the line that states “Member since...” instead of the “Date Joined” date field. It looks like your member only has 2 years.

If your Post Members contact you, please assure them that they have not lost their continuous membership years.

We have been experiencing a high volume of phone call to the dept headquarters and we have been verifying the continuous membership years for the member.

National is working to correct the problem for future renewal notices.

 

We are currently waiting on national to print and ship the 2023 Membership cards, due to a paper stock shortage the 2023 membership cards are delayed. Once we receive them, we will ship them out to the Posts.  The PUFL members and SAL membership cards are also delayed and will be shipped once national complete shipping all the Legion 2023 membership cards to all departments.

During the record-setting heat, United Way of Tarrant County is accepting fans for older and disabled adults.

 

Local military base contributes $2.7B to Fort Worth economy

The base on the west side of Fort Worth generated 15,164 jobs in 2021, according to the report.

 

Region's population tops 8 million

Fort Worth had the highest growth, with 22,000 people.

According to the North Texas Council of Governments, Tarrant County has an estimated population of 2,157,740

If just one half of one percent are Veterans (or an eligible relative for one of our family units) that is 10,789.

Today at 3:15am, Hershel Woodrow Williams, affectionately known by many as Woody went home to be with the Lord. Woody peacefully joined his beloved wife Ruby while surrounded by his family at the VA Medical Center which bears his name.  Details about the funeral and memorial services will be shared as that information becomes available.

Woody’s family would like to express their sincere gratitude for all of the love and support. They would also like to share that Woody’s wish is that people continue to carry on his mission.

It is with great sorrow I must report the loss of two wonderful ladies and friends at Post 516

Sue Mulkey and Polly (McKnight) Garner, sisters that between the two of them have over a century of volunteer time with the American Legion.

Both of them have given more to this post than they have ever received, continually giving of their time and themselves.

Our restaurant manager (Miss Sue) and our club manager (Miss Polly) are both now in Post (Unit) Everlasting.  They both passed early morning Wednesday, June 29, 2022.

When arrangements are made they will be posted.

The final membership numbers for this term are posted. We ranked fourth out of 23 districts with 85.69% membership. This is the highest ranking that the district has reached in the last decade. I can’t see the numbers prior to 2012. The highest ranking district this year is the 8th with 95.30%.

If you have ever been to 516 then you know Miss Polly and Miss Sue. Both have been active with the Legion Aux. over 50 years. Both now are going on Palliative Care, MANY BILLS.

Spaghetti Dinner w/salad and toast for $10.  Proceeds go to Polly AND Sue to help cover medical bills.

We will be doing raffles and fund raising also.

Unique Memorial Day Event from the SAR Newsletter

On Memorial Day, May 30th, the Mt. Gilead Cemetery Association in Keller is hosting a Memorial Day Service. A firing squad representing military units from the Sons of the American Revolution, the Sons of Confederate Veterans, the Sons of Union Veterans, the Sons of the Republic of Texas, the War of 1812, World War I, World War II and the Vietnam War.

Music starts at 10:30, bring your US flags that need retiring for a Boy Scout Flag Retirement Ceremony.

Reminder to Tax-Exempt Organizations: May 16 Filing Deadline

The Internal Revenue Service reminds tax-exempt organizations that many have a filing deadline of May 16, 2022. Those that operate on a calendar-year (CY) basis have certain annual information and tax returns they file with the IRS. These returns are:

Form 990-series annual information returns (Forms 990, 990-EZ, 990-PF)

Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations Not Required to File Form 990 or Form 990-EZ

Why May 15th is so important for so many Post Finance Officers:

 

Each Post is having to be reactive and hopefully proactive to this national crisis we're facing.  At the same time, we're coming up on May 15th.  What's the importance of this date?  Many of our American Legion Texan Posts use the calendar year as their fiscal year.  May 15th is the date your IRS Form 990 is due—the 15th day of the fifth month after the close of your fiscal year.  So, if you are the Post Finance Officer and your Post uses Jan-Dec, Dec 31st is the end of the fiscal year.  May 15th is the 15th of the fifth month after Dec 31st. 

 

Many, many Posts qualify for what we know as the 990-N, the electronic filing response, since they had gross revenues under $50,000.  This is completed on a computer and the IRS has excellent instructions on their website.

 

If the Post has gross receipts less than $200,000 and total asset less than $500,000 at the end of the year, it can file Form 990-EZ, instead of the Form 990.  If your Post also has a 501(c)(3) corporation (usually for scholarship funds), a separate Form 990-T will be required.  Lastly, for a Post with gross receipts of $200,000 or more, or total assets at the end of the year is $500,000 or more, the Form 990 must be completed. 

 

Regardless, please ensure to double-check all entries and, if filing a paper copy, sign your form and keep a copy for the Post records.

 

Remember, you owe it to your Post to ensure you do not cause the Post to lose it's non-exempt status by either not filing or filing late.

Please share this information down to the post level.

Commanders, Here it almost May 2022 and we are lagging in renewing our members. I am disappointed in the lack of communication to your Posts and their membership team. We as a leader in The American Legion need to contact our Posts with any information we can provide them in reaching their members. The 100% National Target date is May 11th and we need 5884 members to hit National Commander Dillard's goal. That is or was doable if we only would contact the Posts and encouraged them to do a call to all their  delinquent members. There is only 43 days until Department Membership goal cutoff date of June 1st. I along with all the even District Commanders only have 89 days left in office. Let's try and leave on a high note with making our goal. I gave each of you a goal of 65,000 for membership this year. I challenged each Division and District officer that if you hit 62,000 that I would take all out for a steak dinner. Well as of now we are 13565 behind that. The goal set by Department last year was 57,503. We are currently 9068 behind. If we remove the new members and transfers we have 12,392 members that have not renewed for 2022. I do not have an accurate count of those members that went to Post Everlasting but with past numbers I believe there are approximately 800. I have attached the following report from National for each to compare where we are ranking. The play is not over until the curtain draws shut. So let's get out there before the cord is pulled.

Rations were prepackaged meals, easy to prepare, and intended to be eaten in the field. PLEASE SEE THE MESSAGE BELOW FROM THE IT DIRECTOR REGARDING UPDATES TO THE NATIONAL/DEPARTMENT MEMBERSHIP REPORT:

The Department and National Membership reports have been updated to correct two issues.

 

The previous version of the report counted members who had proformas that were included in unsubmitted (open) online transmittals. The intent was to show memberships that would become active once the online transmittal was posted. In practice, though, we found two problems with this. Posts can make changes to these online transmittals over time which caused confusion because this caused count changes in the Membership Goals reports. The new version of the report does not include members in an unsubmitted transmittal.

 

We also updated how transfers are counted. Previously, when a member transferred from Post A to Post B, the membership was counted towards Post A. The report now looks at which post has an invoice for the member, so the transferred member now counts towards the post where they paid dues. There was also an attempt to filter out records with bad transfer data which is no longer needed and has been removed.  The removal only affects the errant details.

 

There are unsubmitted online transmittals that have been open for a long period of time causing memberships to be counted without ever being posted. We will be contacting Posts with old open transmittals asking them to post or cancel.

Sat, 19 Mar 22, and Sun, 20 Mar 22 at Texas Motor Speedway

National is bringing their new recruiting vehicle (booth) for us to man on both Sat, 19 Mar 22, and Sun, 20 Mar 22, in the inner fan area for recruiting and information about The American Legion.

We need volunteers to help work the booth; we need about 8 for each shift. We are currently looking at Sat 11am – 5pm and Sunday 8am – 12pm. 

We have parking and access passes for them once we identify who is working by day and shift. We will also have 50 grandstand tickets for those that volunteer work and wish to attend the race and possible extras for other members.  

The volunteers will need to be able to stand for several hours outside in the weather; we would like to have younger veterans if possible. 

If anyone is interested in participating they should contact me directly so I can put them on my list and keep them updated on the details as they become available.

American Legion Calls for Peace in Ukraine,

Issues Stance on Strategy

INDIANAPOLIS (Feb. 28, 2022) – With two votes still waiting to be cast, a unanimous National Executive Committee of the nation’s largest veterans organization passed a formal statement today calling for “a peaceful conflict resolution in Ukraine,” and opposing combat operations for U.S. troops unless certain conditions are fulfilled.

“The American Legion was founded after World War I ravaged Europe,” American Legion National Commander Paul E. Dillard said. “We are extremely concerned about the horrific consequences that occur during war.  There is absolutely no justification for Russia’s aggression.  Our resolution calls for peace in Ukraine and, in conjunction with NATO and the Russian federation, supports a European security architecture which considers the national security interests of all parties.”

According to Resolution 1: Statement on Ukraine, The American Legion will not support related U.S. combat operations unless the president clearly explains why such operations are in “our vital national interests” and mission guidelines are established to include a clear exit strategy. The resolution also states that the organization’s support for such a mission be contingent on congressional authorization for the use of military force and that American forces be commanded only by U.S. officers.

The resolution also makes clear that the organization would not support combat deployments of U.S. troops “in defense of non-NATO member countries,” because of Russia’s actions.

“We agree with the White House’s decision to not send troops to Ukraine, as we continue to support a strong national defense and a strategy of vigilance,” Dillard added. “This resolution once again reaffirms our unwavering support for our men and women in uniform and our efforts to ensure their well-being. The American Legion is always here to assist veterans in crisis.”

From the Post 655 newsletter:

Our brother and comrade Carlton Hamrick passed away on January 21st, 2022, and was transferred to Post Everlasting during the January Membership meeting.  
Many knew Carlton was active in the American Legion and the VFW and we all knew he collected aluminum cans from our canteen.    What was learned after his passing was he gave the funds from those aluminum cans to Girl Scout Troop # 1152.   His efforts made it possible for several girls each year to go to the state summer camp.     
In honor and memorial of our brother Carlton we have dedicated the can crusher in the canteen as "Carlton's Crusher"
We are going to continue to collect the cans for Troop #1152 and want to extend the collection.   We are asking that all members save their aluminum cans and bring them to the Post once a month when they get a full trash bag.   It would be nice if you step on them and crush them but it is not required.    We will take the cans to the recycling company with the proceeds going to Troop#1152 in Carlton's name.

This benefit is for raising funds needed for Veterans Children Foundation.

 

This foundation is a program that National Commander Dillard is pushing as his priority for this year. He originally asked for each Department to donate 25 cents per member to the foundation. I felt a benefit for this effort is more feasible since each Post has a chance to win a patriotic quilt for them to raffle for their projects. This quilt was donated by my sister (who is an award winning quilter) for this benefit. Tickets will be sold by phone, at Mid-Winter, Division Conventions and at Department this July. We will be drawing the winner at Department Convention in Austin. We will then provide the money raised to National Commander Dillard at National Convention in Milwaukee, WI. My goal is to present a check for $40,000.00 at Convention. If each Post did purchase one ticket we could raise $22,850.00.

 

Please get this out to each Post and their family. I have talked to some posts and they have not received it yet.

Processing Membership and other myLegion training

The National Headquarters and your department headquarters continue to receive questions about concerns on processing membership and transmittals. Each case is carefully evaluated and responded to, but we are seeing many, many trends. Much of the trouble (not all of the trouble) is end-user concerns, meaning members aren’t following the process steps at the post/district level. IT is working to make some of the buttons a little less deceptive and to make the actions a little more obvious (but we aren’t there yet).

 

In order to keep the flow of legitimate concerns uninterrupted to IT, I wanted to push out the links to the training videos for your posts and districts to use. When IT gets bogged down responding to problems they have already addressed through training, they are slowing down to respond to the needs of improving personify and mylegion.org for all of us.

 

Keep in mind that all of the training videos on mylegion are located on the mylegion.org page where is says “NEED HELP” at the top.

The reason that I’m providing that individually is that many members are attempting steps #2 and #3 in reverse order, which is not adding the member to the transmittal and causing them frustration.

--- Posted in the Jan Legion Times along with some great events from the posts in Texas

I would like to tell you about an idea that was brought to me last month in my hometown. A friend at the local funeral home contacted me and was telling me about a great way to dispose of the tattered and torn American flags. A funeral home Director in another state would put a flag on the body of a veteran that was supposed to be cremated, once the cremation was over, the Director would gather the grommets from the flag and place them in a container to be given to the family so they would know that a flag was disposed of in a ceremonial manner along with the veteran. The veteran’s family still received a new flag at the military memorial. This is just another way for local posts to get out into their communities and connect with them. There are so many great ideas out there, but we just need to hear of them. A great way of letting others know what your local post is doing is to write an article for the Legion Times. Also put in on social media platform, like Facebook or Instagram. We need to promote ourselves every chance we get!

COVID-19 testing will be available on Jan. 17, but the vaccination clinic will be closed.

No-cost vaccinations are administered at the Bob Bolen Complex, and free testing is available at three locations.

Fire Pit project at Post 569, 400 W. Felix St, Fort worth, Texas 76115

Post 569 has been working with Boy Scout Troop 275 (Scout Master Coyte Davis) and Boy Scout "Jim Sangsvang III" to build a fire pit at Post 569 to conduct Flag Retirements. 

Staring at 0900 we will start constructing the fire pit.  We need support and supplies such as: Bricks, Concrete, trowels, shovels a wheel barrel and good old fashion American muscle. We need silver paint for the 20 foot flag pole. We are looking for a few concrete benches. We need a solar powered light for the flag pole.

Adjutant School (1 Day Training), hosted by the 5th District will take place February 26, 2022, beginning at 8:00 a.m. at Post 453 (2755 Bachman Drive, Dallas, TX 75220). This training will be conducted by the BEST Adjutant there is, State Adjutant Bill West.  I appreciate those of you who have already replied with your headcount, for all others, please have your headcount in no later than 1 week prior to the training. This is strongly needed for administrative and meal purposes. All members are invited to attend. Please let me know if you have any questions or concerns.

Commander Quilt Benefit (picture attached)

Commanders; I have attached a flyer for you to send to your Post, Units and Squadrons in your area. This benefit is for raising funds needed for Veterans Children Foundation. This foundation is a program that National Commander Dillard is pushing as his priority for this year. He originally asked for each Department to donate 25 cents per member to the foundation. I felt a benefit for this effort is more feasible since each Post has a chance to win a patriotic quilt for them to raffle for their projects. This quilt was donated by my sister (who is an award winning quilter) for this benefit. Tickets will be sold by phone, at Mid-Winter, Division Conventions and at Department this July. We will be drawing the winner at Department Convention in Austin. We will then provide the money raised to National Commander Dillard at National Convention in Milwaukee, WI. My goal is to present a check for $40,000.00 at Convention. If each Post did purchase one ticket we could raise $22,850.00

Veterans, stakeholders, and community advocates,

 

Within the VA North Texas Healthcare System our priority remains the health of our Veterans and staff as we stay true to doing whatever is in the best interest of everyone’s safety.

With the arrival of the Omicron variant, we have seen a rise in COVID-19 infections across North Texas and our hospital and CLC visitation policy has been amended. 

Effective December 31, 2021, Veterans can only have one caregiver with them during outpatient services. There will be no visitation for inpatient units except for compassionate care or end of life and these patients can only have 2 visitors at a time.

No children under the age of 18 will be allowed to visit patients in the hospital except for compassionate care or an end of life situation. 

If you or someone you know is ill, please stay home and remember if you have a communicable disease you won't be allowed to visit patients inside the medical center.

Additionally, if you have questions or are unclear about these changes and how they affect you, please call the medical center for specific ward visiting hours and information at 214-742-8387 or 800-849-3597 or visit our Policies page for the most updated information.

- 01 Dec 21 - NESA (National Eagle Scout Association) Scholarships portal opens

- 06 Feb 22 - Scout Sunday - Invite your local Boy Scouts of America (BSA) to your post meeting in recognition of Scout Sunday/Scouting Anniversary Day which is 06 Feb 22. In an effort to acknowledge the event, each year the Boy Scouts of America designates the first or second Sunday in February as Scout Sunday which is to recognize the contributions of young people and adults in Scouting. Sunday is chosen due to the fact that of the more than 100,000 Scouting units owned and operated by chartered organizations, approximately 70% are chartered to faith-based organizations which traditionally meet on Sunday, 22% are chartered to civic organizations like The American Legion, and nearly 8% are chartered to educational organizations. Invite your local Scouts to post the colors during your general membership meeting. Ask them to tell you about the Scout Oath, Law and Motto. Thank them for their service to the community, state and nation. Ask them if they have relatives who served in the military. Teach them about our organization and remind them that if they choose to serve in the military that they may be eligible for membership in The American Legion and remind them that if they have family members who served, they may be eligible for membership in the SAL or Auxiliary.

- 01 Mar 22 - Eagle Scout Nomination Packets Due to Department - Nominations for the 2022 American Legion Eagle Scout of the Year are open. Packets must be received by the Department of Texas no later than 01 Mar 22. The nomination form is released 01 Nov 21. The Applicant must have received the rank of Eagle Scout, must be in high school, must be at least 15 years old, must be the child of a Legion, Auxiliary or SAL member, or the member of a Scouting unit chartered to an American Legion Post, and must be the recipient of the Religious Emblem. The American Legion Eagle Scout of the Year receives a $10,000 scholarship. Three runner-up scholarship awards are granted in the amount of $2,500 each. Additionally, The American Legion Eagle Scout of the Year is honored during the annual National Convention.
