Tarrant County just received best practice awards for three innovative programs

From the Texas Association of Counties:

 

1.  Honorary Jurors Program - Tarrant County Justice of the Peace Sergio L. DeLeon welcomes more than 600 students into his court to view actual proceedings, invites them to participate in a mock trial, and provides tours of his office as well as the office of Constable Ruben Garcia.

 

2. Cash Balancing Standardization Project - The Tarrant County Tax Assessor Collector's office developed new tools and procedures for use across its eight locations to improve management of county funds. The tools make the office's cash balancing process more manageable and the reconciliation of funds in the accounting department much easier.

 

3.  Armed Forces First Initiative - Several thousand military personnel are stationed in Tarrant County. The county wanted to honor them by allowing personnel wearing military uniform the ability to move to the front of the line when queuing for county services. Implementation of the county-wide policy was easy and inexpensive and garnered overwhelming support from the community. See the full press release here.

Subject: SEASONS GREETING FROM THE 12TH DISTRICT

 

Seasons Greetings to all of our 12th District Family and Friends,

 

Well everyone is probably out running around to get that last item on their Christmas list.  I just got mine done yesterday.

 

2016 has been a demanding and rewarding year for all of us in the 12th District.  Thanks to all the hard work put in by all of you we can be proud of ourselves.  During the National Post Revitalization conducted December 1 - 3, we picked up 203 new members to the District Family.  

 

Next year we will need to hit the payment running in an effort to beat the Membership Goal.  I know we can do that with no problem if we all work together.  I have named our district as the "Dirty Dozen" because we will fight, scratch, bite and do whatever it takes to remain the best District not only in the 1st Division but in the entire state.

 

Sadly we will be closing 2 or 3 posts, merging 2 posts.  But on the upside we are planing to attempt to open a new post on the campus of TCU next year and hopefully one new post in the Keller/South Lake area. Also we are putting a plan together to conduct a post revitalization at a post each quarter.  The schedule will be put our after the firs of the year.

 

It has been my honor to be your District Commander and I look forward to next year.  I will do everything in my power to help all our family members in anyway I can.  All the 12th District Officers are available to help all of you and each posts.

 

I would like to thank the Ladies of our District Auxiliary, our Sons of the American Legion and all our Legion Riders for their outstanding support and dedication not only to the mission of the American Legion but to the 12th District. Our District would not be as great as it is if no for their support. Each of you can hold yours head high for what you do, you folks are just wonderful.

 

On behalf of myself and all the 12th District Officers, we wish each of you a wonderful Merry Christmas and fun filled but safe New Years.

One of the Ride Captains asked me where the District 12 folks were.  I told him the Auxiliary was working in the hanger.  The only greeters I saw at the base were Harriet from 626, the PGR Flag Truck family, a few civilians, several military and me.

One more thing - you may already have this, but Hank Bauer (Judge Advocate, Post 135) was killed down near (or in) Houston.  His services were held in Arlington on Friday, 02 DEC 2016, and he was interred with full military honors at DFW National Cemetery that afternoon.  Here's a link to the photos taken by the Patriot Guard Riders (biggest attendance I've ever seen for an individual at DFWNC):  https://northtexaspgr.smugmug.com/December-2016/Ralph-Henry-Hank-Bauer-III/

On Wednesday January 18, 2017 at 10AM members of the American Legion are invited to attend a press conference at the Capitol in Austin, Texas on the North Steps of the Capitol.  We will be rallying with other Veterans Organizations to let our State Legislature know how we feel about subjects like our Hazlewood Act and helping more Legion Post participate in charitable bingo.  Please wear your Legion caps for the photographers and television cameras.  We need to show up in large numbers to let them know that the Legion cares about our Veterans benefits.

REMINDER – starting tomorrow morning

Our National Revitalization to be conducted at Haltom City Post 655 starting this Thursday December 1st at 9 a.m. and continuing through Saturday December 3rd.

Each Commander is requested to have three officers or members of his post at Post 655 each day to take advantage of this great opportunity to increase all our membership.  All you have to bring is a cell phone and charger.  Folks from National will be at post 655 to assist our district with membership.  They have the lists (including phone numbers and home addresses) of veterans that have signed up on line but have no post home.

Ralph Henry "Hank" Bauer III, 64, of Arlington, Texas, passed away November 24, 2016

Visitation will be from 6 to 8, Thursday, December 1st, at Moore Funeral Home. Funeral services will be held at 11am on Friday.

--- Community, State and Nation

ALA Unit 624 is having our annual coat drive. All coats, jackets, sweats, sweaters, blankets, gloves & scarves are going to the Patriot House, Ft. Worth for our Veterans and the PNS for the homeless. We take all sizes; remember there are children that are homeless too.

-

The crowded parking lot conditions at the Dallas VA Hospital are deplorable. Disabled Veterans and others have to walk 1/2 mile for treatment. Post 60 has secured two golf carts that carry 8 persons each. These golf cars will be delivered to the VA in January of 2017.

***Texas Boys State***

Below are excerpts from a message sent out by Larry Marshall, 1st Division Boys State Chair. It contains some very good suggestions on how we can ensure another outstanding year at Texas Boys State.

 

"It Is Never Too Early To Start Texas Boys State!"

 The cost in 2017 will remain the same at $295.00 per Statesman.  The dates for Texas Boys State are June 10th through June 16, 2017.

 Develop Goal at each level:  Ensure each Post has established goals for growth and committed to participate in the Texas Boys State Program.  A suggested guideline for Post goals is as follows:

Posts that are not currently participating to send a minimum of one Statesman.  This is our greatest opportunity for growth!

Posts that sent only one Statesman in 2016 to send a minimum of two Statesmen.

Posts that sent more than two Statesmen in 2016 to maintain the same number of Statesmen.

 Using the above criteria will satisfy the Department Strategic Plan for Boys State.  Please review your attendance from last year and establish your goal.  Each District should have a goal to increase their respective District attendance by an addition of five (5) Statesmen in 2017.

 Now is the time to contact the High Schools in your community and arrange to meet with Principals and Counselors to promote the program.  Encourage the Principals and Counselors to make specific recommendations of individuals.  

 

Let's help Texas Boys State have another outstanding year.

They have limited space (room for 50 guests) so folks must RSVP to them.  When they run out of seats they will stop accepting the RSVP.

 

FYI from the organizers:

There is no cost for the breakfast. The building faces Belknap and parking can be accessed from the Cherry Street entrance off Belknap. The guards will direct you to level four of the parking garage. That is actually the third floor of the building when you enter. We will have signs and greeters to help direct our guests. Subject updates are provided for distribution to our membership.  Although Congress is recessed for the elections, the updates still contain a lot of valuable information including an update on the   laughable  0.3 Percent COLA for 2017. 

 

According to the Associated Press (AP), the 0.3 percent adjustment will mean less than $4 more a month for a Social Security recipient who receives the average monthly benefit of $1,238. However, veterans using Medicare for health coverage may not see any increase at all once those medical costs come into play. The AP reports Medicare Part B premiums, which are usually deducted from Social Security payments before the recipient receives their money, are increasing next year, thus effectively wiping out the COLA hike.

Several Legion posts claim they are having trouble convincing corporate sponsors that contributions to them may be deducted as charitable.  Here is the answer.

 

"The status of The American Legion and its Departments and Posts may allow acceptance of charitable gifts and bequests. The following might be of assistance to you.  Deductability of Contributions to The American Legion is governed by 26 D.S.C. 170 (c) (3)  Internal Revenue Code of 1954, as amended.  Deductibility for bequests is established by 26 D.S.C. Section 2055 (a) (4).

Section 170( c)(3) reads as follows:

Section 170. Charitable, etc., contributions and gifts

(a) Allowance of deduction

(1) General Rule. - There shall be allowed as a deduction any charitable contribution (as defined in sub-section (c) payment of which is made within the taxable year.  A charitable contribution shall be allowable as a deduction only if verified under regulations prescribed by the Secretary or his delegate.

(c) Charitable contribution defined. For purposes of this section the term 'charitable contribution' means a contribution or gift to or for the use of -

(3) A post or organization of war veterans, or an auxiliary unit or society of, or trust or foundation for, any such post or organization -

(A) organized in the United States or any of its possessions, and

(B) no part of the net earnings of which inures to the benefit of any private shareholder or individual."

The 2017 Membership Report is now available on the Department website at txlegion.org and is an excellent management tool.  On the left side of the home screen choose Membership then Current Reports from the drop down box.  From here you have 3 options:

  1. The page you have pulled up shows all of the Districts in order of highest membership achievement to the lowest.  At the bottom is the Divisions in the same order and at the very bottom is the grand total for the Department. 
  2. At the top of this page you will see - Daily Transaction Report.  Click on that and you will see all of the transmittals posted for that day
  3. At the very top of the first page you will see a row of numbers from 1 to 23 for each of the Districts.  Click on a District number and you will see a detailed report of each Post in that District.  Note new item this year - on the far right side of this report a column has been added for “Last Transmittal”.  This is to help differentiate between the dates for online renewals and actual transmittals.  Timely transmittals from all Posts are very important.

Yesterdays Back to School Party was awesome. We made enough money to donate to our American Legion and support the local Mansfield ROTC but ----
The kids supported a Veteran and sang happy birthday,
they wrote get well cards to a current service man, they donated the remaining school supplies to the Alvarado Food Bank, and the remaining snacks were donated to the Masonic Home in Arlington, where some of them have Served our Country. Not only did they have a Funday - Sunday, they contributed to Our Community and Military. As Al said yesterday "way to go kids."

The course will be conducted at Post 655 starting at 11:00am.  The course will last approximately 4 hours.  Anyone who wishes to attend are welcomed.

This course will cover several areas about the American Legion that you never knew about.  This is a very interesting and informative course. Lunch will be available for a small fee.

WHO:  All military members who have received at least one of the following medals:

(See list on attached Form VTR-421 or download from TXDoT)

 

WHAT: Free Texas vehicle license plates & lifetime registration for members who have received certain decorations Texas legislators recently passed a bill that expanded acceptable military medals which allow registration fees to be waived.

 

A military member who has received one of the medals listed on the attached application form will be provided a free set of license plates and vehicle registration fees will be waived as long as the military member registers that vehicle in the state of Texas.

 

One medal can only be used to waive registration for one vehicle.  For instance, a military member with multiple MSMs can only register one vehicle using the MSM medal.  However, a person who has earned two different types of medals listed can register two vehicles in this program, and three different medals equal free registration for three vehicles, etc...  Keep in mind that these license plates depict a military medal, which does identify them as either a present or former military member.

 

HOW:  Bring the following items with you to the vehicle registration office:

 

1) A completed application form

2) A copy of your DD214 or Record Brief (vMPF) with the award listed (proof of earned metal)

3) ID

Post 838 - Auditions for Stage Production "I Am A Man Regenerated" - the auditions will be held in the Ballroom starting at 5:00 - 7:00 PM... All ages are encouraged to audition.

 

Saturday (July 2nd)

Post 838 Movie Night 2:00 PM - 5:00 PM. This is a free community event and we will be serving hotdogs, along with other items.

We will also have a domino contest and dart contest with prizes for first and second place.

We really need to support our post Hubmasters.

It is critical we not forget that unless we make the effort to let our members know what is going on, we cannot expect them to enthusiastically support the projects and goals of the organization.  Most of our members attend only local meetings, if at all, so they get little information about what is going on state wide and probably not much more about what is going on in their district or post neighborhood.

 

Every post is supposed to have a Hubmaster to maintain the email list for their membership to pass on department and national information.  Notices are passed from the Department Hubmaster to the District (and Division) Hubmasters to forward pertinent items to the post Hubmasters to distribute to the members.

I believe the Legion must be an all inclusive organization and on our district level I include key ALA, SAL and ALR contacts in the hopes that everyone will be included.  I try to hold the distribution to one a week with additional information similar to a newsletter.

 

We have some very talented folks that are making some great webpage’s and active Facebook sites.

I hope you all can take a few minutes to check out what Post 838 has provided.

As we have done in the past years, all Legion Riders are asked to assist in the escort of the Boys State Buses from American Legion Post 655, 2817 Carson St, Haltom City.

Riders will escort the bus from Post 655 to the Flying J Truck Stop at Exit 331 (New Road) in Waco.   Riders are asked to arrive at Post 655 no later than 9:15AM.  KSU at approximately 10:00AM. 

These young men really do get a big kick out of the riders escort and it's another way to support our youth.

American Legion Auxiliary — May 2016 magazine, page 60


With the 2016 National Finals of The American Legion Oratorical Contest just wrapping up, it’s time to start raising awareness for next year’s contest. A former participant urged Legion Family members to get the word out about the contest at the local level — to give more students a chance to reap the benefits of the program.

“You’re building citizenship, you’re teaching Constitutional knowledge, and you’re allowing students to do an impromptu speech that other contests don’t include,” Samantha O’Conner said during a session at the 2015 American Legion National Convention in Baltimore.

The contest, which has been held since 1938, offers more than $138,000 in scholarship funds each year, including $18,000 to the top winner. High school students under age 20 are eligible to participate in the competition, which starts at the Legion post level, and moves on to state competitions before advancing to the national contest.

O’Conner said it’s important to send information to schools early, and follow up with frequent reminders. For more information, go to www.legion.org/oratorical.

Arlington Proud is hosting the East Main St. Art & Music Festival - Saturday, May 7th, 2016 From Noon - 8:00 p.m. Admission is FREE.

The festival will be located along two blocks of East Main St., between Mavericks Bar and Grill and Division Brewing. Festival goers will have to opportunity to visit over 30, local and emerging artists and vendors. The experience will include a variety of media and the chance to see live painting, sculpting, and potting.

Military Records/DD-214 Update 05 ► Available Online

It's official; DD-214s are NOW Online. Please pass on to other vets. The National Personnel Records Center (NPRC) has provided the following website for veterans to gain access to their DD-214s online: http://vetrecs.archives.gov or try http://www.archives.gov/veterans/military-service-records.

This may be particularly helpful when a veteran needs a copy of his DD-214 for employment purposes. NPRC is working to make it easier for veterans with computers and Internet access to obtain copies of documents from their military files.

Military veterans and the next of kin of deceased former military members may now use a new online military personnel records system to request documents. Other individuals with a need for documents must still complete the Standard Form 180, which can be downloaded from the online web site. Because the requester will be asked to supply all information essential for NPRC to process the request, delays that normally occur when NPRC has to ask veterans for additional information will be minimized. The new web-based application was designed to provide better service on these requests by eliminating the records centers mailroom and processing time.

A day set aside to remember and honor the bravery of the four U.S. Army chaplains who gave their lives to save others when the troop ship USAT Dorchester sank during World War II.

VETERANS APPRECIATION WEEK - The Fort Worth VA Outpatient Clinic Voluntary Services will be holding a Veterans Appreciation Week on February 15th – 19th. Various organizations will be providing support and snacks that week, and the Dallas Cowboy Cheerleaders will be there. Thursday, February 18th, will be the day for the ALA 12th District to support Veterans Appreciation Week. The District will provide cake on that day. We need a Unit(s) to provide plates and forks, and volunteers to serve the cake. If you will be able to help out, please contact Betty Heedley at 817-229-5903.
SPRING RAFFLE - The Clinic’s Spring Raffle to raise donations for Voluntary Services begins at the end of February. Donations of raffle baskets and gift cards are needed for this event. The following are some of the more popular items for the raffle:
•Gift Cards: Walmart, Target, Kroger, Gas Cards
•Small kitchen appliances: Blenders, Crockpots, Smoothie Blenders, Toasters, Toaster Ovens, Coffee Makers, etc.
•Raffle Baskets containing kitchen utensils
•Scentsy scented candle wax burners
Here’s a tip: Units can take letters on Auxiliary letterhead to Walmart asking for a gift card donation. Be sure to explain how the card will be used. Letters should be submitted at the first of the month. Walmart will review these requests and make a selection on who to donate to. Many organizations submit letters every month.
VOLUNTEERS - VA Clinic Voluntary Services continues to need Volunteers who can commit to a regular schedule. Schedules can vary from a couple days per week to a few hours every other week. The amount of time a volunteer comes in is based on the assignment and what they have available for time. Volunteers are required to complete a sign-up process at the Dallas VA Hospital and orientation at the Fort Worth VA Clinic. Volunteering at the clinic is a great way to show your support of our veterans. If you are interested in volunteering, please contact Betty Heedley.
The Women's Center at the VA Clinic needs a small table and chairs for children for their entertainment while their Moms are receiving care at the clinic. It does not have to be new. If you are able to donate a table and chairs, please contact Betty Heedley, 817-229-5903
For all the above activities, contact Betty. Betty will coordinate all of the arrangements with the Clinic. Keeping Betty informed helps us to know what kind of support the Units in the 12th District can provide, and she can let the Clinic know what they can count on from us.

New Year Greetings and best wishes to each of you for a healthy New Year…and a successful 2016 Texas Boys State.

 

Recap of our 2016 goals:

  • That each district commit to supporting 5 additional Texas Boys State delegates in 2016
  • That each post that did not participate in 2015 commit to sending at least one delegate this year
  • That each post that participated in 2015 send the same number this year.
  • That no deserving and qualified young man be left behind without a sponsoring post
  • That each post in the 1st division has a Boys State Chairperson
  • That we will all work as a team toward our common goals

Here we go:

With the arrival of the new year Texas Boys State registration is officially open.  In fact, Statewide, we already have 14 applications in Austin and that is a full 50% ahead of any previous year.  It is important that we have your completed registrations into Austin as early as possible…we only have room for 1,300 delegates and they will be accepted on a first registered basis.  A delegate is considered registered when his completed application and money have been received in Austin.  The website is up and ready to go.  Check it out at - texasboysstate.com.  Full details for posts are at the website, use the “ABOUT” tab at the top and in the drop down box select “FOR TEXAS AMERICAN LEGION POSTS”.

 

Important changes:

  • The dates this year are June 12 - 17
  • Tuition for 2016 is now $295.  As a result of this small increase an added value is that each delegate will leave with a personal photo and a photo with his City.  
  • Registration on Sunday, June 12, will not begin until 1:00 PM sharp.  Please plan arrivals accordingly.  This will resolve a serious issue from last year and increase efficiency
  • Departure on Friday, June 17 will now be at 3:00 PM.  Please plan accordingly.  Delegates departing prior to dismissal will not graduate.

Great opportunities:

  • Any Legionnaire who would like to volunteer to help, either as a counselor or staff member is requested to contact Paul Barker, State Boys State Chair at: pbarker78746@mail.com.  This is a very rewarding program and we need our Legionnaires to step up and become more involved during the program.
  • Last year, for the first time, ‘Legion Night was transformed into ‘Legion Day’, and it was a tremendous success.  Once again, this year we will invite all parents and Legion family members to arrive at noon on Thursday and visit the program until dismissal on Friday at 3:00 PM.  To do this we need to recruit Legionnaires that will arrive on Thursday morning, join in on the Thursday activities, and then help manage the crowds on Friday for the graduating activities.  Volunteers will stay free of charge in the dorm on Thursday night, enjoy all of the dorm food they can eat and maybe even get hooked on serving as a counselor in the future.  A background check is required for all interested volunteers and taking an online Child Abuse Awareness training.  We are not able to take last minute volunteers so please plan early.  If you are interested please contact Fred Rogers at frrtx@icloud.com.
