Happy Holidays!
May the season fill

I sincerely hope that this holiday season ends this challenging year on
a cheerful note for all of you and your families.
From what I have seen and heard this year our posts did a great job (considering the situation), in the Toys for Tots campaign. Post 379 did the most as usual but several others dropped off items to put with the Post 516 toys picked up there.

On Dec. 15, Eddie Robinson turned 100
years old. In doing so, he became the oldest living former Major League
Baseball player.
And three days earlier, fellow members of American Legion Post 516 in Fort Worth, Texas, were there to help Robinson celebrate the milestone.

In the
latest post on A Closer Look, Tax
Exempt and Government Entities Commissioner Edward Killen reminds taxpayers
there’s a special deduction for cash donations of up to $300 to a qualified
charity in 2020. This $300 deduction is designed for taxpayers who take the
standard deduction and aren’t normally able to deduct their donations.
Before
making a donation, use the Tax Exempt Organization Search (TEOS) tool on IRS.gov/TEOS to
make sure the charitable organization is eligible for tax-deductible donations.

The American Legion’s Buddy Check program came along at the perfect time. A year before COVID-19 wreaked havoc on our lives, Legionnaires had already begun reaching out to older veterans in their communities to perform wellness checks.

We received word today from the National IT Division that the launch of the new MyLegion.org site has been delayed until the spring of 2021 due to issues with the software. Until than all Post Commanders and Adjutants are asked to make sure their membership record reflects their correct email as all users must have an email address to be able to use the new software when it launches.
As we receive updates from National we will keep you posted.

Massing of the Colors update
Nov 8 (Sunday) – 40th Annual Local Massing of the Colors (virtual for 2020 due to the COVID-19 situation)
As has been previously announced, in recognition of the COVID 19 restrictions and in an abundance of caution for the health of our friends and supporters, the Ft Worth Chapter MOWW decided to forgo the in-person Massing of the Colors for 2020. Instead, with the support of the Ft Worth ISD JROTC Team and their IT Department, we have produced the "virtual" Massing of the Colors video which is our gift to you on this special Veterans Day week.
We wish each and every one of you a heartfelt "Happy Veterans Day" and to all of our fellow veterans and those serving on active duty around the world - THANK YOU FOR OUR FREEDOM.

We need you too: We are still looking for Volunteers to monitor barricades along the route during the parade and assist at the assembly area and we need 1 or more golf carts for the assembly area (Nov 11 from 7 am to about 2 pm).

Gov. Abbott issued an executive order for qualifying counties, which include Tarrant. Tarrant County Judge Glen Whitley announced Monday he will open bars at 50% capacity.

Massing of the Colors update
Nov 8 (Sunday) – 40th Annual Local Massing of the Colors (virtual for 2020 due to the COVID-19 situation)
The Ft Worth Chapter Military Order of the World Wars has decided, due to the current situation regarding the COVID 19 pandemic and the every changing guidelines/restrictions, that the 2020 Massing of the Colors will be presented as a "Virtual/Video" Massing of the Colors. The Ft Worth ISD JROTC and I-T Departments are in the final stages of producing a video which will include excerpts from many of our past Massing of the Colors. When it is completed it will be available via multiple venues. We will be providing those links so you and your members may view it. We are targeting release around the 1st or 2nd of November.

The National Organization will be switching to a new Personify Platform for their entire IT System around November 10th. This will require all users to re-log in to the new system and National will be conducting a training session on October 27, 2020 on how to log into MyLegion.org. Once the new Personify Platform is up and running Posts will be able to have a log in for both the Post Adjutant and the Post Commander.

With the various restrictions across the state, many visitation programs have been curtailed. This is a Veterans Land Board Program that could easily be supported by Legion posts across the state.
“Texas State Veterans Homes are where honor lives. Hundreds of men and women who have admirably served our great state and nation reside in our homes that are specifically designed to take care of our Veterans, their spouses and Gold Star parents. The Veterans Land Board Mail Drop program allows us to show appreciation for a Veteran, their service and dedication to our great nation. Everyone our post has partnered with our chamber to do a co fundraiser. Not only will it raise money for us but also for the Chamber.
What we are doing in honor of Veterans Day we are selling 18” starts that the public can decorate and honor a family member. This makes a great project for kids and families to get together and honor a veteran.
Below is the promotional photo and promotional text we used.
If you sell 100 stars
at $5 a star that becomes $500 for you and at least $2000 for the chamber
at $10 a star you get a $1,000 and they get at least $1,500.
Now of course you have people that don't want to decorate and we are selling those for $35
If you don't do it now it could be a memorial day idea or patriots day, vietnam veterans day. There is a ton of ways to adapt this.

Army Red Kettle Campaign kicks off early due to pandemic
There is a big change for the single biggest fundraiser for the Salvation Army. COVID-19 has not only created a bigger need for us to fill, it has also decreased the number of traditional red kettles you’re used to seeing on street corners and at store entrances each Christmas season. The Tarrant County Commissioner's Court approved an outdoor burning ban for Tarrant County. The ban is in effect for 90 days due to drought conditions.

$18.6 million to provide permanent housing for COVID-19-vulnerable people
Fort Worth will use $18.6 million of funding provided by the CARES Act to provide housing for high-risk COVID-19-vulnerable and disabled people experiencing chronic homelessness. The project will result in about 200 new units of housing spread across two or more locations.
Census Bureau to begin non-response follow-up in Tarrant County
Representatives will visit the homes of those who have not

North Texas mayors hosting regional blood drive July 14
Join fellow North Texans for a regional blood drive presented by the North Texas Mayors Council from 10 a.m. to 6 p.m. July 14. Fort Worth City Hall is one of three locations for the event.
A statewide mask order is in effect, and store employees are simply doing their job by enforcing it. Gov. Abbott issued an executive order requiring all Texans to wear a face covering over the nose and mouth in public spaces in counties with 20 or more positive COVID-19 cases.

Good morning.
First, thank you for all you do for your Texas Boys State every year. Without you doing what you do to assemble the best young talent, the program would fail. This was particularly true this year as we innovated and leaped into the world of the virtual.
Second, FYI, we are in the process of assembling the packets to send to the homes of all this year's graduating Statesmen (signed certificate, Letterman's letter, lapel pin, etc). We hope to have those in the mail in the next few weeks.
Third, we request your help, please. If you have follow-on contact with the Statesmen you sponsored and you hear back from them meaningfully, we would love to have a copy of what they send you. We have already received a number of wonderful notes from many of you, but wanted to put out an official call directly for you to share if you are willing.

Hello to you, Legion Teammates.
Your history-making, innovative American Legion 2020 Virtual Texas Boys State is at full-throttle.
A FEW NOTES:
1. For full disclosure, I simply don't have the words to properly articulate how absolutely amazing the experience has been and how the program is going. I am in awe. Period.
2. Your Texas is cutting-edge. Reports are only two states across the Country are doing this. We will do our best to share more, but a few items below just as a quick snapshot of a few small pieces.
3. The Statesmen are amazing. Their tone, tenor, respect and the way they are handling all their hearings and meetings is premier. As just one example of their innovation, take a look at the Nationalist Party instagram page. This short video was posted only a few minutes after the runoff names were announced . . . they are on their game. https://www.instagram.com/p/CBQe0hYgVJ1/?igshid=19bm1hw5exa9d. The Nationalist instagram page itself is getting lots of attention, given its professionalism. Take a gander!
4. Even the band innovated. The band team has been able to take individual video recordings of Statesmen from across the state, playing their various respective instruments, and "mash" them onto one screen and with sound so it appears they are all playing together. Unreal.
5. This is, as always, your meaningful Boys State and the youngsters are "learning by doing" in multiple ways. Here are a few of the issues on which there has been hearty dialogue and debate just in the first 48 hours: (a) healthcare; (b) agriculture; (c) police; (d) property taxes; (e) abortion; (f) gun rights; (g) race relations; (h) oil/gas, and much more. And to watch the young Party Chair leaders manage these conversations with 300 Statesmen in the virtual rooms with structure, respect, allowing voices to be heard, and votes to be taken on complex things . . . unbelievable. We watch this amazing stuff each year in-person, for sure, but to watch it flow virtually has been truly extraordinary. The Statesmen have stepped-up. I am inspired.
6. The Boys State Senate just passed their first bill on Police reform shortly ago. And the first House bill passed was on expanding internet to rural areas.
7. 659 Statesmen in the program! Thank you so much to all the Posts for focusing on their Statesmen and getting so many of them to us for this experience, even during a pandemic. To see 700 faces (Statesmen and Counselors) across the screen during big assemblies (each dialing-in from all over our amazing State), is nothing short of utterly amazing. Imagine 700 of us in the virtual auditorium as we listen to the incredible guest speakers that have joined us . . . this happens every evening. Powerful.
8. The National Legion media wants to do another story on your Texas program, once it is complete.
9. 3 photos attached: (1) Yes! The Statesmen actually singing the famous Texas Boys State song from their homes!; (2) 2019 Governor Max Safranek calling one of our General Assemblies to order; and (3) a Delegate giving his speech to his party while running for Attorney General.

assistance for a Veterans Funeral Service ( very hard to do right now) and
provide over 2 Dozen ROTC Certificates for Military Excellence and Scholastic

Best statement I have heard so far regarding the current protests was made by Col Steve McCraw from the Texas Dept of Public Safety and went something like “We are here to protect the protesters and the right to exercise their first amendment rights”.

Legion leader calls on public to light up the night on Memorial Day
Commander: ’Light a
candle of remembrance for the fallen’
(INDIANAPOLIS, May 18, 2020) -- American Legion National Commander James W. “Bill” Oxford is urging the public to honor the country’s fallen military heroes at dusk on Memorial Day by lighting candles of remembrance and placing them on front porches.
“As we continue to follow stay-at-home guidance during the coronavirus pandemic, we must not fail to remember the men and women who fought for our freedoms,” Oxford said. “Memorial Day observances around the country and beyond are certain to be much different this year, but we can show our respects by lighting and displaying candles to remind everyone why we must never forget the meaning of this sacred holiday.”
The commander also suggests that families make signs expressing their gratitude for military sacrifice, photograph friends and family holding up the signs and sharing the images on social media. “We can remind everyone by showing our candles and sharing our messages that no matter the circumstances, we will never forget those who are no longer among us.”
Oxford added that American Legion posts can alert their local media of this nationwide call for remembrance, with candles to be lit at dusk on May 25. He added that different-colored candles can symbolize different remembrances.
“You can light a red candle to remember those who shed their blood in combat and made the ultimate sacrifice in defense of our country. A white candle can remind us all of the POWs and MIAs who are not yet home from wartime service. A blue candle can symbolize our eternal love of those who did come home but have since left us. Any way you choose, light a candle of remembrance, or three, for the fallen to let the world know that Memorial Day matters deeply to The American Legion, even if ceremonies and public observances are significantly changed this year.”
Stories and images from such Memorial Day observances can be posted on legion.org/legiontown as well as social media channels like Instagram, Facebook and Twitter, tagging The American Legion National Headquarters. Participants are asked to use the hashtag #candlesofhonor so images and messages can be aggregated in social media.

But that hasn’t happened over the last couple of months since the adoption centers closed due to COVID-19. Beginning Friday, May 15, future pet owners can view adoptable pets again when the PetSmart Adoption Centers at Alliance and Hulen reopen. Amazing pets from the animal shelter will once again be in the spotlight.
Here’s what you need to know:
Hours of operation will be 9 a.m.-6 p.m. Monday-Saturday, 10 a.m.-6 p.m. Sundays.
Adoption fees have been waived. All pets are spayed or neutered, micro-chipped and vaccinated.

Blue Angels fly over tomorrow (Wed) 11 am
Today is “Cinco de
Mayo” and “Giving Tuesday”;
Sunday is Mother’s Day which is an official “Fly Your Flag Day”; ENJOY!
May is “Older
American Month” and May is (still) Bike Month so be sure to wave at old
people on bicycles.
This years JROTC & ROTC end of year awards ceremonies are all being done virtually and the annual Hops and Props held at the Ft Worth Aviation Museum has been postponed to a date to be announced later this summer. Our Governor is issuing additional guidelines for business openings today that do not include private clubs or bars. All our state agencies, including the Army and Air National Guard have been putting forth great efforts fighting this silent enemy.
We close the month with Memorial Day. I hope each of you can find a way to commemorate all who have died in military service for our United States.
Locally the pandemic illness numbers are still significant. To date I have had no friends or family ill with covet-19 and most are still out in the workforce. Although anyone can catch it because it is so easily spread, I believe that following safe practice guidelines will get us through this round and with any luck a vaccine will be developed before the next significant outbreak. Please let us know of anyone of our friends afflicted with this virus.
I certainly hope you and your families are staying safe and healthy during these unprecedented times. I look forward to the day when we can get back to some sort of normalcy and actually get together again for a meeting.

The U.S. Navy Flight Demonstration Squadron, the Blue Angels, will fly over the Dallas-Fort Worth area Wednesday to pay tribute to the workers on the front lines of the coronavirus pandemic. Officials confirmed the flyover will happen Wednesday beginning at 11 a.m. The military jets will be in the air for about 35 minutes.

This year there will not be a National Legacy Run. The National ALR Advisory Committee is planning to collect any and all donations and deliver them to the National Commander on Oct 5th. Texas Department Oratorical Winner Receives Scholarship
Earlier this year the National Oratorical Contest in Indianapolis, IN was cancelled because of the COVID-19 pandemic. It was an easy decision to protect the health and safety of the individuals involved, but a tough one in that all of the more than fifty (50) department winners would not be given the opportunity to compete for additional scholarships for their continuing education.
However, through the generosity of an American Legion Child Welfare Foundation Grant, the American Legion is granting a $2,000 scholarship for each department winner. Department winners are currently being notified about their scholarship award.

Military Retirees, Annuitants and Former Spouses - Commissaries are requiring customers to wear some form of face coverings to enter the building. This policy falls in-line with the 5 April 2020 DoD guidance mandating all individuals on DoD property, installations, and facilities to wear face coverings when they cannot maintain 6 feet of social distance in public areas or work centers.
The Army and Air Force Exchange Service (AAFES) and Marine Corps Exchange (MCX) face covering policy is aligned with local Command requirements. Installations requiring face coverings to enter Exchange facilities are posting signs on their doors. All Navy Exchange (NEX) associates and patrons worldwide are required to wear face coverings in all Navy Exchanges.

Subject: DEC Res 3 - Cancellation of Dept Convention.
DEC Members
The debate session of the Electronic DEC Meeting begins now for the next
48 hours and Voting will begin on Wednesday, April 29th at 9:00
am. Here is the current information on the cancellation of the Department
Convention.
1.
If we cancel by
the May 5th deadline with the hotel, we will need to extend the
current contract by signing contracts for the years 2026 and 2027 and will have
no additional costs.
2.
If we processed
with the Convention the Hotel is reducing our room attrition rate from 80% to
50%, which reduces our room block nights to 636.5 from 1273. For any unsold
room nights, it would cost us $125.355 per room.
3.
We also must meet
our $15,000.00 Food & Beverage minimum for the varies food and beverage
events or pay for meeting space.
4.
If we move forward
with the convention and the COVID-19 situation gets worse and the Governor or
the Travis County Judge orders a stay at home order again than we will be
released with no obligation to the hotel under the Force Majeure Clause.
5.
If the resolution
pass then all Department Officers will serve another term, which means for the
Even Year District Commanders, ALT NEC and NEC will serve until the 2022
Department Convention and the current Department Officers and Odd Year District
Commanders will serve until the 2021 Department Convention.
Also know that the Hotel is working with us and understands the current
situation.

It’s getting to be that
time of year to submit Posts that qualify for the National – Post Excellence
award, here is the criteria and what needs to be submitted.
Post Excellence Award
The American Legion's Post Excellence Award has added new
criteria. To qualify for the Post Excellence Award, a post is required to
achieve excellence in four areas: membership, submission of the Consolidated
Post Report (CPR), attaining a 90 percent renewal rate and community activity.
The purposes of this award is membership growth, exposure of
American Legion values to the youth of the community, and increased visibility
of the American Legion Family through service projects. A post achieving this
qualification will have had numerous post members involved in planning and
achieving these goals. Many posts are most likely already active in these areas
and will qualify without extra effort. Others, however, will need to increase
their efforts in one or more areas to qualify for the award.
The standard to be achieved in each area is as follows:
Membership: Post must attain at
least 103 percent of their membership goal. At least one post officer attends
district meetings.
Consolidated
Post Report: CPRs
must be submitted by July 1. The American Legion's federal charter requires the
submission of an annual report to Congress on activities for the year.
MyLegion.org has made it simple for a post to submit its CPR in a timely
manner.
90%
Renewal Rate: The
post must renew at least 90 percent of their members that were on the 2019
roster.
Community
Activity: The
post must conduct an event that connects the local community with The American
Legion post. The objective is to open your doors, welcome the community in, and
educate them on what The American Legion is all about and how the post is an
asset to the community. Posts do not need to have a physical building to
accomplish this. This activity can be held in a park, a community center, or
anywhere the post can welcome and interact with the local community.
The district commander responsible for the post will certify a
post as having achieved the four specified criteria. The district commander
will submit a list of posts meeting the criteria to department headquarters. That

To encourage social distancing, the sale of emergency preparation supplies purchased online or by telephone, mail, custom order or any other means other than in person qualifies for sales tax exemption when either:
The item is both delivered to, and paid for, by the customer during the exemption period.

Check with your Post and make sure that they have undated C & BL dated after 1 Aug 2015.

phone call this morning on the MoH ride asking if it was still on. Short
answer is, no. I went to the "official" site for this event and
when it came up the first time there was a notice saying that it had been
cancelled due to the virus situation we are in. At this point it does not
look like a reschedule for the event. The only info I find now is for
April 7, 2021.
I don't really think that anyone is too surprised by this. They just want
to keep everyone safe, and some of those being honored are pretty up there in
years. If I find or see anything different, or an update on a reschedule,
I will be sure to pass it along. If anyone else finds out anything please
pass it along and keep us all informed.
Hoping that everyone stays safe and healthy. We will get through this

HB 971 allows the Texas Commission on Law Enforcement to adopt rules that allow a military peace officer who served in one of the branches the U.S. Military to receive credit toward meeting any training hours requires for an intermediate, advanced or master proficiency based on their military education, training and experience.
Bottomline, please get the information out to Army Military Police, Navy Master-at Arms and Air Force Security Forces Specialists. This is extremely important for staff working with transitioning service members on the installations. The law went into effect 9/1/19. I have attached the final version HB 971 so you can provide it to the service member or veteran. Heads up to all - as of today the National has cancelled all
National meetings/conventions/training everything.
Current officers will hold their positions until elections to be
held next year or unless they resign. The recommendation is for each
Department to make their own decisions. We are waiting for our Department
Commander to make a decision or to ask for an electronic vote from the DEC.
What that means to the 1st Division is that 4th Dst and 12th Dst Commanders are
hold over for another year and that goes for me, the Division Commander
also. And, Paul Dillard won't be Nalt Cmdr until next year.

Department developing new ways to serve residents
During the ongoing COVID-19 crisis, Fort Worth’s Neighborhood Services Department is developing new and innovative ways to improve the lives of residents.
Here are some recent developments:
The city has received additional funds from the Texas Department of Housing and Community Affairs, United Way and the Texas Veterans Commission to provide services during the crisis.
About 1,600 evening meals were served last week at 20 city community centers. This week, evening meals will continue. Staff will provide families with FWISD educational packets and information to access Community Action Partners programs.
The Community Action Partners program will have an online application available to be completed and documents uploaded.
The Neighborhood Services Department is developing a process to provide telephone interviews to serve requests for rental or mortgage assistance (for veterans only).

The word is that more information will be online depending on the state by this Friday for organizations to review information and application process for these benefits thru state and local financial institutions. The Department of Texas is still on travel restriction until 4/30/20. All travel has to be approved by me before the travel is completed.
I have requested several times that the Divisions conventions be postponed until June so that the District conventions could be moved into May.
National has cancelled Boys Nations, Junior Shooting and the Oratorical Finals. the Department has until May 1st to make the final decisions on Boys State and Baseball. The Department Convention does not have to be decided on until June. The discussions are ongoing.
Each district will have to decide on it own about Boys State's buses.

Due to the uncertainty of when our nation will overcome the COVID-19 virus, and because we want to ensure that a minimum number of people are infected, we have taken the following steps to limit exposure of Legionnaires, program participants, and the national headquarters staff:
The National Oratorical Finals scheduled to be in Indianapolis near the end of April have been cancelled.
The Spring Meetings have been canceled.
The Junior Shooting Sports competition scheduled for July has been cancelled.
Boys Nation, also scheduled for July, has been cancelled.
We advise departments to consider similar measures. Right now, it is too soon to predict the effect that the virus will have on the American Legion World Series or the national convention, but those decisions will be made within the next couple of months.
In the meantime, your national headquarters continues to function – some employees are in the offices, many others working remotely from home. You should still be able to reach the vast majority of us via email or phone. If you need assistance with something and cannot reach the person responsible in a timely manner, please let my assistant Mary Rooney know (contact information below), and she will work at getting an answer for you.

The City of Austin Mayor Steve Adler has issued a shelter in place order for all non-essential business because of the COVID-19 virus to take effect on March 24, 2020 at 11:59 pm
The Department Headquarters will close on Wednesday, March 25, 2020 and reopen tentatively on April 13, 2020. During this time all Posts are encouraged to process their membership using the MyLegion.org website.
During these difficult times all Post should be conducting “Buddy Checks” with all their members to see if they are ok and in need of any assistance.
We are working on the various upcoming department events and programs as decisions are made, we will communicate them to you through email and the department website.
For Posts or Districts need to submit Temporary Financial Assistance applications please submit to billw@txlegion.org for processing. While the National Headquarters is also on shelter in place restrictions some of their key personnel are available for assistance.
Please remember to continue to practice safe social distancing measures, as an organization that has been around for over 101 years we have seen our country go through hard times before, we will get through this together and come out stronger as we have always done.

New Procedures at VA
National Cemeteries due to COVID-19
As of today, NCA will only conduct committal services for groups of 10 or fewer people. As of Monday, March 23, Committal Services (including honors) will not be conducted until further notice. Both of these announcements, especially the latter, will impact Military Honors. Additionally volunteer honors are discontinued (i.e. American Legion, VFW, etc).
NCA cemeteries are open for visitation, and families CAN choose to have a burial and witness it from a distance (the ten or fewer people rule applying) but without honors and without a committal service. Families CAN also have a committal service at a future time if they choose to go with immediate burial at an NCA cemetery.
If you have questions please do not hesitate to contact me. In the meantime, thank you for your steadfast support of America’s Veterans and their families. Together we will come out of this trying time stronger and better.

As more restaurants join in the delivery service, more options will become
available. (Locally, over 500 restaurants signed up to be on UberEats / Door

A DoorDash driver told me many of the FW restaurants have added special
to-go menu items, like pans of food to feed a family,
and smaller/lower priced items for individual servings. They can now
deliver bottles of beer or stronger beverages where you mix your own cocktail
drink. ( The only alcoholic beverages allowed to be sold via delivery, to-go,

The Governor also directed the Texas Alcoholic Beverage Commission (TABC) to waive certain provisions to allow manufacturers, wholesalers, and retailers of alcoholic beverages to repurchase or sell back unopened product.

I encourage you to use extreme caution and adhere to the
best practices put forth by the health experts. Namely properly wash your hands
frequently, use antibacterial rubs and practice “social distancing.”
Coronavirus is particularly dangerous for those over the age of 50 who contract
it so please be cognizant of the risks when planning post
activities and functions.
At the same time, this is an excellent opportunity to perform Buddy Checks. Check in with older veterans in your
communities to make sure they have the supplies they need, are feeling healthy
and help them acquire the resources they need. Of course, Buddy Checks can be
done with phone calls and emails so as not to risk spreading or contracting
coronavirus.

- IMPORTANT ANNOUNCEMENT - CORONAVIRUS
Shenzhen Hospital (Guangdong
Province, China) sent the following notes on Coronavirus for guidance:
1. If you have a runny nose and sputum, you have a common cold
2. Coronavirus pneumonia is a dry cough with no runny nose.
3. This new virus is not heat-resistant and will be killed by a temperature of
just 26/27 degrees. It hates the Sun.
4. If someone sneezes with it, it takes about 10 feet before it drops to the
ground and is no longer airborne.
5. If it drops on a metal surface it will live for at least 12 hours - so if
you come into contact with any metal surface - wash your hands as soon as you
can with a bacterial soap.
6. On fabric it can survive for 6-12 hours. Normal laundry detergent will kill
it.
7. Drinking warm water is effective for all viruses. Try not to drink liquids
with ice.
8. Wash your hands frequently as the virus can only live on your hands for 5-10
minutes, but - a lot can happen during that time - you can rub your eyes, pick
your nose unwittingly and so on.
9. You should also gargle as a prevention.
A simple solution of salt in warm water will suffice.
10. Can't emphasize enough - drink plenty of water!
THE SYMPTOMS
1. It will first infect the throat, so you'll have a sore
throat lasting 3/4 days
2. The virus then blends into a nasal fluid that enters the trachea and then
the lungs, causing pneumonia. This takes about 5/6 days further.
3. With the pneumonia comes high fever and difficulty in breathing.
4. The nasal congestion is not like the normal kind. You feel like you're
drowning. It's imperative you then seek immediate attention.

Anyone with a grandparent or great grandparent that served in World War 2 is eligible for the ALA or SAL. DD-214 can be requested at NPRC but it costs.
Working on a military shadowbox for my uncle that will be 98 next month. Records are easily obtained free for a deceased relative from the MRPS if their service was less than 60 years ago. At that time they transfer them to the National Archives. They are not available on line so you must request them and they will find and send you a copy for a charge of $20 or $70.

It is with deep sadness I must report that Brigitte Speer, President of American Legion Auxiliary, Post 60 passed this morning. Brigitte was a pillar within the American Legion Auxiliary and in particular Post 60. Brigitte was an advisor to many and her leadership, at all levels of the Auxiliary will be missed and difficult to replace. Please keep Brigitte, Jim and her family in your prayers. As more information becomes available, I will pass it on.
As a follow up to my earlier notification of Brigitte Speer passing away this morning, I would like to pass on the following. Jim has asked in lieu of flowers a donation be made in Brigitte’s name to: C/O-Brigitte Speer Patriot Paws, 245 Ranch Trail, Rockwall, Texas 75032. Brigitte will be cremated and taken home. There will be a memorial service at a later date.
To All Legionnaires, As a follow up to my earlier emails, I wanted to let you know there will be a Memorial Service for Brigitte Speer on Sunday, February 23, 2020 at 1300 at the Elks Lodge. The Post 60 Auxiliary will be coordinating the Memorial Service. This will be a celebration of Brigitte’s life and service to the American Legion Auxiliary, our Post and all Veterans. As Brigitte and the Auxiliary have stood with Post 60 in support of our members, I would encourage all who are able to attend to be there for her service.

Scout of the Year – Nominations for the 2020 American Legion Eagle Scout of
the Year are open and packets must be received by the Department of Texas no
later than 01 March. The Applicant must have received the rank of Eagle Scout,
must be in high school and must be the child of a Legion, Auxiliary or SAL
member, or the member of a Scouting unit chartered to an American Legion
Post. The American Legion Eagle Scout of the Year receives a $10,000
scholarship. Three runner-up scholarship awards are granted in the amount of
$2,500 each. Additionally, The American Legion Eagle Scout of the Year is
honored during the annual National Convention. Application packets are located

Sunday -
Invite your local Boy Scouts to your post meeting in recognition of Scout Sunday/
Scouting Anniversary Day which was 09 February 2020. In an effort to
acknowledge the event, each year the Boy Scouts of America designates the first
or second Sunday in February as Scout Sunday, which is to recognize the
contributions of young people and adults in Scouting. Sunday is chosen due to
the fact that of the more than the 100,000 Scouting units owned and operated by
chartered organizations, approximately 70% are chartered to
faith-based organizations who traditionally meet on Sunday, 22% are
chartered to civic organizations like The American Legion, and
nearly 8% of are chartered to educational organizations. Invite them
to post the colors, participate in the general membership meeting
opening/closing, tell you about the Scout Oath, Law, and Motto, thank them for
their service to the community state and nation, ask them if they have
relatives who served in the military, teach them about our organization and
remind them that if they choose to serve in the military that they may be
eligible for membership in The American Legion.
Scouting
Education – Boy Scouts of America (BSA) is the name of the overall
organization. Yes, this name is correct even though all suborganizations
include boys and girls. The suborganizations are Cubs Scouts (K-5), Scouts BSA
(ages 11-17), Venturing (ages 14-20), Sea Scouts (ages 14-20), and Exploring
(ages 14-20). All BSA suborganizations are co-ed except the first two which
separate the youth by sex. For instance, boy and girl, Scout BSA units which
are called Troops, may have the same troop number and serve the same church
i.e. Troop 1776B and 1776G. Another example is boy and girl, Cub Scout units
which are called Packs, may have their pack subunits, which are called dens,
separated by gender i.e. Den 1 could serve 1st grade boys, Den
2 could serve 1st grade girls, Den 3 could serve 2nd grade
boys, Den 4 could serve 2nd grade girls, and so on.
Boys State - Texas Boys
State Applications have been active since the beginning of the year and are
expected to close once the program reaches capacity. The cost is still $295.
Remember, never let a school or post hold back qualified candidates because of
funding. Ask other civic organizations, alumni and parents to help out the
post.
Boys State Documentary - The Boys
State documentary follows Texas Boys State 2018 which should be on Apple TV+
soon. Apple paid 12 million for the rights to the movie which is the largest
Sundance sale ever, outbidding Netflix and Hulu.

He had a stroke last week that was a cerebral hemorrhage which paralyzed the left side including his throat. He is unable to swallow properly. Two upcoming parades celebrate the rich heritage and traditions of Fort Worth. Both the Fort Worth Stock Show Parade and the Martin Luther King Jr. Day Parade will roll through downtown Fort Worth.

Subject: Buddy Watch Walk - Pier to Pier
John Ring walking across America media event in the Dallas area
By now most of should have heard about John Ring, who is currently walking across America to raise awareness for Veterans Suicide, PTSD and the challenges veterans are facing. He is currently in Texas in the Longview area walking to Gladewater on Hwy 80. They are looking for any support possible from food, water, places to stay and people to walk and talk with about our issues. He has done several media events along the way. Here is his website https://wheresjohnring.com/ to follow along as they walk.
On Wednesday, Jan 22nd there will be a media event in the Dallas area and we would like to get as many Legionnaire, Auxiliary and SAL members that are available to attend. We do not know the location or time yet.

The national Oratorical Scholarship Contest will be held in Indianapolis, IN on Saturday and Sunday April 18 & 19. The contest requires 165 volunteers and currently there are only 55 signed up to help. This is a volunteer commitment and there is no compensation for associated travel expenses or time. WHO: All military members who have received at least one of the following medals: (See list on attached Form VTR-421 or download from TXDoT)
WHAT: Free Texas vehicle license plates & lifetime registration for members who have received certain decorations Texas legislators recently passed a bill that expanded acceptable military medals which allow registration fees to be waived. A military member who has received one of the medals listed on the attached application form will be provided a free set of license plates and vehicle registration fees will be waived as long as the military member registers that vehicle in the state of Texas. One medal can only be used to waive registration for one vehicle. For instance, a military member with multiple MSMs can only register one vehicle using the MSM medal. However, a person who has earned two different types of medals listed can register two vehicles in this program, and three different medals equal free registration for three vehicles, etc... Keep in mind that these license plates depict a military medal, which does identify them as either a present or former military member.
HOW: Bring the following items with you to the vehicle registration office:
1) A completed application form

Andy Lowen passed on some very good information from John T. Spahr, Past VFW Department of Texas Commander.
There are two kinds of plates here: "Regular (non-DV)" & "DV". DV's are for those rated =>50% by the VA. Those with amputations/mobility issues can be DV's at =>40%, because of mobility issues.
DV plates get some parking rights in Texas State lots, but no recognition in the other 49 states. That requires either the "wheelchair logo (the ISA, International Symbol for Access)" or a red or blue placard hanging on the inside mirror. TX DV plates are gratuitous.
Gratuitous means paying a $7.50 fee for safety inspection; brakes, lights, turn signals, etc. There is also a $7.50 "sticker fee" for the sticker for the inside of the windshield. This is good for 12 months, no waivers -- all pay.
Decorations (and gratuitous medal plates) begin with the Air Medal and those medals senior. That means that the Achievement and Commendation Medals are not gratuitous and registration must be paid. All the theater awards (VSM, AFEM, etc) can be put on a plate by bringing a DD-214 (and DD-215#) to the registration office to request these plates, and pay the necessary registration. There was once a "vanity plate fee" for these, but that went away before we -- the TX Coalition -- started working with DMV on plates. The five service academy plates must pay registration. Combat Action is not cause for gratuitous plates. A DV rating any medal can have that medal on a DV plate at no extra cost (other than the normal delay of getting plates made). Usually take about three weeks. Those holding these 'naked' plates will be encouraged to move to adding the theater medals for their service.
VERY IMPORTANT NOTE: Those who have a character string (letters & numbers) on license plates may keep them and move the character string to a new plate -- just by asking to keep the same string. If there is a 4-, 5- or 6 character string, hang onto it for life. You May! A seven character string will cause the medal/device to be about the size of a 50c piece and will not be legible from very far away.
((Keeping a character string does TX DMV a favor. Strings turned in for new plates must wait five years to be re-issued. Keeping one's own saves DMV a new character string, which is helpful to the veteran and DMV.))
# If you have a DD-215, please know it corrects a specific section of a previously issued DD-214. When a DD-215 is used for evidence for any benefit, be certain to have the DD-214 it corrects. Save yourself a trip.
